Smoking restricts blood flow, kind of like the above syndrome. However the smoker will eventually warm up as the oxygen returns to the blood flow. It just takes longer to warm up.

i love how its 40 degrees outside and im just in shorts and im not effected by it at all, plus the wind is blowing at about 50mph.

yeah that's my husband and my oldest son... they tease me abotu it all the time. I tell my son to please put on a jacket and he looks at me and says "Ma, troll, remember??" Now my little guy is a skinny little thing and freezes right up like me. 40 degrees w/ 50mph wind, sounds like today But I'm in Chicago, so tomorrow it will be in the 50's and mild

Oregon's freak of nature weather is throwing me off... It's normally not too cold this time of year, like, mid to high 50's, so I'd wear a hoodie, coat if it was raining, but it's been in the low 30's and my body has just been locking up, not wanting to move. I've been sleeping freakishly more than usual. I'm normally up around sunrise no matter what time I go to bed (damned pixie genes), but I've been getting about 10-12 hours of sleep, if my alarm isn't set, and having to take a nap later in the day cause I'm tired again from the cold.
